The purpose of the development of the Old City Harbour area is to transform the entire formerly closed port territory and the current wasteland in the vicinity into an attractive and human-friendly urban space, where public space is connected to the functions of the port and where both travelers and local residents are welcome to spend time.
Old City Harbour area development is based on the following values and principles:
- opening the city to the sea
- diverse, carefully designed public space
- apartment buildings with commercial premises, commercial buildings, cultural and entertainment institutions and an educational institution – all in one area
- the lower floors of the buildings are for service businesses, small shops and outdoor cafes
- smart and innovative solutions
- use of renewable energy sources, including seawater-based district heating and cooling
- energy efficiency and circular economy ideas
- a promenade with plenty of greenery for pedestrians and active mobility to connect Pirita with Kalamaja and the Old Town
- mobility service at a new level: better access by public transport (tram, bus)
- new bike paths and sidewalks for comfortable daily commuting
- reduced number of parking spaces and focus on using the car-sharing service
